The Place

Located approximately 14 kilometres from central Perth, Scarborough Beach is one of the major tourist beaches in the metropolitan area. The foreshore is a favourite destination for locals and visitors, however, in recent times, Scarborough has developed a reputation for its night time anti-social behaviour, poor amenities and ageing infrastructure. The significant lack of new investment has stifled the economic, social and environmental development of the area. Its redevelopment is of significant importance to Western Australia.

Our Role

Engaged by MRA, Place Match worked as part of a multi-disciplinary team to lead the development of the Scarborough Place Master Plan.  A place-led approach places the people who visit, work and live in the area first, transparently reflecting their ideas and aspirations – without a design agenda dominating. Key deliverables included:

  • Stakeholder identification and engagement
  • Establishing governance / place management structures
  • Place visioning
  • Development of place brand and identity
  • Place activation strategies
  • Place planning
  • Evaluation frameworks.

Outcomes

The Scarborough Place Master Plan supports the repositioning of Scarborough - transforming it from where it is today back to the iconic status it once enjoyed by leveraging Scarborough’s current strengths, managing relationships, inviting new investment into the area.

The Draft Master Plan was launched by the Premier of Western Australia 20 January 2015 and is open for public comment until 3 March 2015.
